Meet our management team! These leaders oversee their respective departments and are responsible for the successful day-to-day operations at FCBI.

Linda Bishop

Linda Bishop, CPA

Controller
Linda is a licensed Certified Public Accountant (Illinois). She graduated from the Northern Illinois University with a bachelor of science degree in Accounting, with honors. Ms. Bishop joined the Fund in 2018 as Controller. She is an achievement-oriented financial director with diversified experience in accounting, business support, financial analysis, and budgeting. She is instrumental in the preparation and oversight of the financial and regulatory reporting of the Fund. 

Prior to joining the Fund, Linda has held various financial roles which included positions at Sunz Insurance Company, a workers’ compensation multi-state insurance carrier.
Debbie Brown

Deborah L. Brown

VICE PRESIDENT OF UNDERWRITING
Deborah Brown has 40- years of insurance industry experience and is currently responsible for the underwriting oversight of FCBI’s workers’ compensation business. Prior to joining FCBI in 2017, Deborah worked for Meadowbrook Insurance Group, in a Senior Corporate Referral Underwriter position which included additional duties involving direct program underwriting operations management for five workers’ compensation programs and four underwriters within the Eastern WC Region. Many of the programs involved underwriting specialty exposures within sectors of the agricultural industry such as equestrian, H2A vegetable & tobacco, and Dairy Calf & Heifer farms.

Preceding her employment with Meadowbrook, she also worked for Employers Insurance Group, (formerly AmComp), Inc. as Vice President of Underwriting primarily for the Southeast and MidAtlantic Regions of the company. She also worked for NCCI in Connecticut, working in the Classification/Inspection Unit, and subsequently spent 10 years working for Property and Casualty Insurance Agencies, primarily working with commercial lines insurance. Deborah has a bachelor of arts degree in Mathematics from Boston College, graduating cum laude.
Lizbeth Califf

Lizbeth Califf, MBA

PREMIUM AUDIT MANAGER
Lizbeth has been in the insurance industry since 2013 holding various roles in many business units working for carriers such as Nationwide and CNA Insurance. Throughout her tenure, she has maintained a focus on driving employee engagement and the development of team cohesion.

Lizbeth holds a bachelor’s degree in international business and certificate in Import/Export Supply Chain Management from Florida International University, a master’s degree in Business Administration from the University of Florida, and a Green Belt certificate in Lean Six Sigma. She joined FCBI in 2022 and has been making a big impact in process improvement, standardizing department procedures, and overall audit efficiencies.
Patty Connell

Patty Connell

AGENCY RELATIONS MANAGER
Patty joined FCBI in 2018 and has over 30 years of experience in the Workers’ Compensation industry that includes Third Party Administrative Services arena working in the Claims, Corporate Accounting, and Underwriting Departments.

She brings a wealth of experience in Agent Relations and is our “go to” subject matter expert when it comes to our agents. Her passion, dedication, and focus is synchronizing all efforts and managing the needs of the agencies and agents that FCBI serves.

Patty studied Business Administration while attending Middlesex County College in Edison, New Jersey. She currently holds a 5-20 Independent Adjuster All Lines License and is a Notary Public.
Lisa Raley

Lisa R. Raley

DIRECTOR OF POLICY AND IMPLEMENTATION SERVICES
Lisa joined FCBI in August 2022 and brought her with more than 40 years experience in the insurance industry with a focus on business operation processes and program management. Lisa is responsible for the leadership of the Policy Services Team and the implementation of FCBI’s new operating system.

Lisa began her insurance career with USF&G Insurance Company in 1981. Other prior experiences include serving as Assistant Broker for a private E&S insurance brokerage firm as well as the past 31 years at a private third-party administrator. She served a variety of roles and was promoted to Senior Vice President in 2017 focusing on the policy administration and business processes for a variety of clients including FCBI.
Vio Vanderpool

Vio Vanterpool

POLICY SERVICES MANAGER
Vio comes with over 25 years of experience working for both the carrier and agency sides, as well as working with personal lines where she was able to obtain her 4-40 license.

She became trained in all lines of commercial insurance while at CNA where she acquired vast experience as a rater, to middle markets endorsements, and a Senior Policy Services Specialist. Vio was able to expand her knowledge by taking on leadership projects and developing standard operating procedures and training.

Vio worked for Bank of America Insurance services as a Sales Support Specialist, where she was quickly promoted to Team Lead. Since, she has continued to evolve in leadership and was given the opportunity to join FCBI in 2017, where she has been leading Policy Services by promoting and mentoring the team to provide signature customer service to both our partner agents and insureds.
Kelly Spatz

Kelly Spatz, PHR

DIRECTOR, HUMAN RESOURCES
Kelly joined FCBI in November 2022, and has over 20 years of experience in human resources. As the Human Resources Executive at FCBI Fund, she oversees all aspects of human resources management- including benefits, compensation, talent acquisition, performance management, and compliance, while partnering with senior leadership and stakeholders to align human resources goals and initiatives with the fund's vision and mission.

Prior to joining FCBI Fund, Kelly worked in different industries and sectors, such as technology, consulting, and engineering where she gained valuable experiences. She is a certified Professional in Human Resources (PHR) by the HR Certification Institute and has a bachelor's degree in Business Management. Kelly is committed to fostering a diverse, inclusive, and collaborative culture that supports the growth and development of employees and the organization.
